The Presidential Investigation Panel reviewing compliance of the Armed Forces with Human Rights obligations and rules of engagement is set to receive memoranda. It was set up and inaugurated last week by the Acting President Yemi Osinbajo to ascertain compliance especially in what the statement calls local conflicts and insurgency situations.
The panel would review existing rules of engagement, investigate acts of violation of the related international charters and recommend means of preventing violations of international humanitarian and human rights laws in conflict situations.
Subsequently, the panel has invited memoranda from stakeholders, affected persons, institutions and interested members of the public. It advised such interested parties to direct such memos to the Special Services Office in the Office of the Secretary to the Government of the Federation in The Presidency on Shehu Shagari Complex at the Three Arms Zone in Abuja. Memoranda shall be submitted in ten hard copies in addition to an electronic copy sent to tojudcomhro.ng@gmail.com The time allowed for this is two weeks after which public hearing comes on stream.
Pressure has been building for this within and outside the country. An important moment to make a categorical statement on this might be here.
