Strategically Reading Beijing’s Mindset in China’s Blue Book Series

By Chris Kwaja

Introduction:

The international order is no longer merely changing; it is fracturing. The assumptions that underpinned the post-Cold War era—economic globalization, liberal institutionalism, and uncontested Western leadership—are giving way to a world characterized by strategic rivalry, technological bifurcation, geopolitical polarization, and competing visions of legitimacy. Amid this turbulence, China’s Blue Book series has emerged as one of the most revealing windows into how Beijing understands the changing world and intends to navigate it.

Far more than an academic publication, the Blue Book represents a strategic intellectual exercise. Produced annually by leading Chinese research institutions, often under the auspices of the Chinese Academy of Social Sciences (CASS) and other state-linked think tanks, these reports synthesize policy debates, identify emerging trends, and articulate narratives that frequently anticipate or reinforce official policy directions. While they are not equivalent to formal government white papers, they occupy a distinctive space between scholarship and statecraft, reflecting the evolving strategic consciousness of China’s political and intellectual elite.

To dismiss the Blue Book as propaganda would be a serious analytical mistake. Equally misleading would be to treat it as an immutable blueprint. Instead, it should be read as a barometer of China’s evolving strategic imagination—a document that reveals how Beijing interprets power transitions, assesses risks, and envisions the future architecture of global governance.

Context of the Rupturing Global Order:

The rupturing global order refers to the gradual breakdown or transformation of the international political, economic, and security system that has largely shaped global affairs since the end of the Second World War. This order was built on multilateral cooperation, free trade, respect for international law, and institutions such as the United Nations, the International Monetary Fund (IMF), the World Bank, and the World Trade Organization (WTO). In recent years, however, these foundations have come under increasing strain, creating a more fragmented and unpredictable global environment.

One major context of the rupturing global order is the shift in the global balance of power. The post-Cold War era was characterized by the dominance of the United States as the world’s leading power. Today, the rise of emerging powers such as China and India, along with the resurgence of Russia, has created a more multipolar international system. This redistribution of power has intensified geopolitical competition and weakened the consensus that once supported the existing global order.

Another important context is the increase in geopolitical conflicts and strategic rivalries. Ongoing conflicts, territorial disputes, and competition for influence have undermined international peace and security. Rivalries among major powers have made cooperation on global issues more difficult, reducing the effectiveness of international institutions in resolving crises.

The growing wave of economic nationalism and protectionism has also contributed to the rupture of the global order. Many countries have adopted policies that prioritize domestic industries and national interests over international economic cooperation. Trade disputes, supply chain disruptions, sanctions, and competition over critical technologies have weakened globalization and increased economic fragmentation.

In addition, global challenges such as climate change, pandemics, cyber threats, and migration have exposed weaknesses in international governance. These challenges require coordinated global responses, yet divisions among states have often limited collective action. The COVID-19 pandemic, for example, revealed disparities in healthcare systems, vaccine distribution, and international preparedness, raising questions about the resilience of the existing global system.

Furthermore, the declining trust in multilateral institutions has accelerated the rupture of the global order. Many states criticize international organizations for being ineffective, politically biased, or unable to respond adequately to contemporary challenges. As confidence in these institutions declines, countries increasingly rely on regional alliances, bilateral agreements, or unilateral actions to pursue their national interests.

The context of the rupturing global order is shaped by shifting power dynamics, geopolitical competition, economic fragmentation, global crises, and declining confidence in international institutions. These developments suggest that the world is moving away from a relatively stable, rules-based international system toward a more complex and contested global landscape. Understanding these dynamics is essential for policymakers, scholars, and citizens seeking to navigate the challenges of the twenty-first century.

As a consequence of the foregoing, the notion of a “rupturing global (dis)order” captures a central paradox of contemporary international politics. The existing order is weakening without disappearing, while new order is emerging without becoming fully institutionalized.  The result is not orderly transition but overlapping crises. Wars increasingly intersect with technological competition. Economic interdependence becomes a source of coercion. Climate governance competes with energy security. International institutions remain indispensable while simultaneously suffering crises of legitimacy.

The Blue Book reflects this ambiguity. Rather than predicting the collapse of the existing international system, it increasingly argues that the world is entering a period where multiple governance models, competing institutions, and regional security architectures will coexist. In this vision, disorder is not necessarily temporary. It may become the defining condition of twenty-first century geopolitics.

From “Peaceful Rise” to Strategic Competition:

A striking feature of recent Blue Books is the gradual disappearance of the optimistic language that defined China’s earlier integration into the international system. The vocabulary of “peaceful development,” “win-win cooperation,” and globalization has increasingly been supplemented—and sometimes overshadowed—by concepts such as strategic resilience, security, technological self-reliance, supply chain sovereignty, and systemic competition.

This shift reflects Beijing’s assessment that the international environment has fundamentally deteriorated. From China’s perspective, the intensification of U.S.-China strategic rivalry, expanding technology controls, economic decoupling initiatives, regional security alignments, and recurring geopolitical crises have transformed the external environment into one characterized by uncertainty rather than opportunity.

Contrary to popular portrayals, the Blue Book generally does not advocate overturning the international system outright. Instead, it advances a strategy of institutional expansion. Rather than abandoning global governance, China seeks to reshape it through new institutions, norms, and partnerships.

Initiatives such as the Belt and Road Initiative, the Asian Infrastructure Investment Bank, the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative are presented as complementary mechanisms designed to address perceived shortcomings in the existing order.

Whether one accepts these initiatives as genuine global public goods or interprets them as instruments of geopolitical influence, they represent an ambitious effort to redefine the rules of international engagement. The Blue Book consistently frames China not as a revisionist disruptor but as a stabilizing force advocating a more inclusive and representative international order.

Perhaps nowhere is the transformation of global politics more evident than in the Blue Book’s treatment of technology. Artificial intelligence, semiconductors, quantum computing, biotechnology, digital infrastructure, and data governance are no longer viewed merely as economic sectors. They constitute the central terrain of geopolitical competition. Technological leadership increasingly determines national security, economic resilience, and diplomatic influence.

Accordingly, the Blue Book emphasizes indigenous innovation, industrial upgrading, digital sovereignty, and resilience against external technological constraints. This reflects a broader recognition that future international leadership will depend not solely on military capability but on control over knowledge systems and technological ecosystems.

One of the most significant themes running through recent editions is China’s growing emphasis on the Global South. The Blue Book argues that developing countries are no longer passive participants in world politics. They are becoming active architects of an emerging multipolar order.

This perspective aligns with China’s broader diplomatic engagement across Africa, Latin America, Southeast Asia, and parts of the Middle East. Within this framework, institutions such as BRICS and the Shanghai Cooperation Organisation assume greater importance as platforms through which non-Western states seek greater influence in global governance.

The Blue Book suggests that legitimacy in the twenty-first century will increasingly depend on representativeness rather than historical dominance. Whether this aspiration translates into more equitable governance remains an open question.

Conclusion: Beyond Binary Thinking:

The temptation in contemporary geopolitics is to interpret every Chinese policy through binary lenses: challenger versus defender, revisionist versus status quo, cooperation versus confrontation. The Blue Book complicates these binaries. It presents a China that seeks neither complete preservation nor wholesale destruction of the international order, but rather its gradual transformation according to principles more aligned with Beijing’s strategic preferences.

As the global order continues to rupture, understanding China’s intellectual frameworks becomes as important as tracking its military capabilities or economic indicators. The Blue Book offers one of the clearest windows into those frameworks. In an age where ideas increasingly shape power, reading it carefully is no longer optional. It is essential.
